Policy for Selection of General Roster Ratings for engagement on Off Shore Vessels on Direct Contract

A. ELIGIBILITY CRITERIA:


1. Candidate must have at least six months of experience in the last 3 years from the date of selection. In case of MODU, candidate must have at least 12 months of experience in the last 5 years on OSV/MSV/DRILLSHIP/SEMIS from the date of selection.

2. Candidate must have at least 09 months of rank experience on vessels of minimum 500 GRT. 

3. Candidate must not be more than 59 years of age as on the date of selection.

4. Candidate must be in possession of certificates and documents as given in Clause B below applicable to his respective rank while attending the Selection Procedure and all Documents/certificates of the candidate must be valid for at least one year from the day of selection.

5. Candidate must be reported well from his previous vessels/owners.

6. Candidate must be medically fit for sea service as per present M.S Medical Rules 2010.

7. For COOKS : Please be guided by the circular by D.G. Shipping (M.S. Notice No 11 of 2016 dated 20.10.2016) and ensure compliance. Concerned ratings (cook) having cookery certificates issued prior to below circular, should get fresh certificate issued by DG upon signing off. Henceforth, those ratings not having following

B.  Certificates & Documents:

 

Sr   Rank   Mandatory Certificates

  1    SHM    Rating forming part of Navigational Watch (Watch keeping Certificate)

  2    DGR    Rating forming part of Engine-room Watch (Watch keeping Certificate)

  3    COOK  Cookery Certificate

  4    GS       Saloon Rating Certificate or GP Certificate with experience

 

1. Each of the ranks to be recruited shall be in possession of the certificates as mentioned below:

 

2.  In case of Seamen and ERR, possession of a General Purpose (GP) Rating Certificate is preferable.

 

3.  Candidate must be in possession of Indian CDC & Passport, which should be valid for at least one year from the date of selection.

 

4.  Candidate must be in possession of INDOS No & PAN CARD.

 

5.  Candidate must be in possession of valid Police Clearance Certificate (PCC) from his native place issued by an officer not below the rank of Dy. Superintendant of Police. Such Clearance Certificate shall have been issued within a period not exceeding 5 months from the date of selection. Such original PCC will not be returned by SCI to the candidate once their NED pass is made.

 

6.  Candidate must be in possession of Hydrogen Sulphide (H2S) Course Certificate.

 

7.  Candidate must be in possession of Security Training for Seafarers with Designated Security Duty (STSDSD) Certificate.

 

8.  Caste Certificate must be provided by SC/ST/OBC candidates if seeking recruitment against reservation policy.

 

9.  Candidate must have completed GP/ Saloon Rating course (for new seamen as per DGS rule) with four basic modular courses required for Seamen from DG approved institutes. Candidate must be in possession of following four mandatory certificates as per the latest STCW requirement:

(i)  Fire Prevention & Fire Fighting

(ii) Personal Survival Techniques

(iii)  Elementary First Aid

(iv) Personal Safety & Social Responsibilities

 

10.  If total sea-time experience is less than two years, candidate must attach copies of previous Articles of Agreement and contract letters issued by previous contractors and experience certificates from previous employers.
