Integrity Pact


The SCI entered into a Memorandum of Understanding (MOU) with Transparency International India (TII) on 26th March 2009, for implementing an Integrity Pact Programme,focused on enhancing and ensuring  transparency, equity and competitiveness in public procurement and contract processes.

The MoU was signed between Shri S. Hajara, Chairman & Managing Director, SCI and Admiral (Retd.) R. H. Tahiliani, Chairman, Transparency International India (TII).

The Integrity Pact (IP) is applicable for goods procurements above a threshold level of Rs. One crore.

The IP is an agreement between prospective vendors/bidders and the buyer, committing the persons/officials of both the parties, not to exercise any corrupt influence on any aspect of the contract.

The IP was designed and launched by Transparency International in the 1990s with the primary objective of safe-guarding public procurement from corruption. IP is a tool to help Govt., businesses organizations fight corruption in the field of public contracting and ensures that all activities and transactions between a company and their suppliers are handled in a fair, transparent and corruption free manner.

 The SCI deals with a number of domestic and international bidders, contractors and vendors of goods and services. Hence, the SCI is committed to fostering the most ethical and corruption free business environment. The organization values its relationships with all vendors and contractors and deals with them in a just, fair and transparent manner.

To monitor the implementation of IP in the SCI procurement activities, the current members of the panel of Independent External Monitors (IEMs) are as follows,:

(2) Shri Deepak Chaturvedi, w.e.f. 01.08.2022

(3) Shri Mukesh Mittal, w.e.f. 01.08.2022
